Due to numerous inquiries from our Mimikama users on the topic of “inflation bonuses”, we have decided to get to the bottom of this current topic. The possible bonus payment of EUR 3,000 to Chancellor Olaf Scholz and other cabinet members prompted us to conduct extensive research and shed light on some aspects of this planned law.

Fact check 3000 EUR inflation bonus for chancellors and ministers:

  • Draft law : There is actually a draft law that provides for an inflation bonus for employees at the federal government, in the municipalities and also for cabinet members.
  • Amount of the premium : The “Bild am Sonntag” report about a one-time special payment of 1240 euros and additional monthly payments of 220 euros from July 2023 to February 2024 is correct.
  • Criticism from the Taxpayers' Association : Reiner Holznagel, President of the Taxpayers' Association, has actually criticized this draft law and described it as an “absolutely wrong signal”.

From draft to debate

A current draft law from the Interior Ministry has sparked heated debates. This provides for a tax-free inflation bonus that is to be paid out to federal and local government employees. This model should be based on the inflation bonus agreement in the collective bargaining agreement in the public service for the federal and local governments. But the real explosive lies in the mention of the cabinet members.

Draft law: A one-time special payment and more

Reporting by “Bild am Sonntag” revealed that the draft provides for a one-time special payment of 1,240 euros for the month of June and a monthly special payment of 220 euros for the period from July 2023 to February 2024. The draft includes not only civil servants, judges, soldiers and pensioners, but also members of the federal cabinet. This would also mean an inflation bonus for Chancellor Olaf Scholz and his 16 cabinet members.


In the recently published report from the government press conference on June 12, 2023, a debate arose about a possible tax-free inflation bonus of 3,000 euros for members of the cabinet. Questions have been raised as to whether this plan is true, whether it will be pursued and whether it is justified, given the potential political damage it could cause.

SRS Büchner confirmed that there is a draft bill, but it has not yet been discussed in the federal government, and declined to comment on the details of this draft. When asked about the background to the draft bill, Büchner replied that he was not the author of the draft and therefore could not provide any information about it. The debate therefore remains open and further clarification is expected.


Criticism from the Taxpayers' Association: A wrong signal?

Reactions to the draft law were varied and not always positive. The Taxpayers' Association expressed sharp criticism. President Reiner Holznagel expressed his lack of understanding of the planned inflation bonus and raised the question of whether this was not an “absolutely wrong signal”. He argued that there is still no federal budget for next year and therefore any increase in spending should be closely examined.

Interior Ministry for debate

The Interior Ministry told “Bild” that the draft law was still being coordinated by departments and had not yet been discussed politically. This suggests that the final decision is still pending.

Conclusion: A question of perspective

Ultimately, it remains to be seen whether the planned inflation bonus will be perceived as justified recognition or as an inappropriate reward. While some see the bonus as necessary to cushion the effects of inflation, others interpret it as a symbol of a lack of thrift in times of tight budgets. How the situation will develop remains to be seen.
