A graphic makes various claims about the content of the so-called “migration pact”. However, not a single statement is correct.

The Global Compact for Safe, Orderly and Regular Migration (GCM) , also known as the “Migration Compact”, is an international agreement that has been drafted by the United Nations since April 2017 and its text in July was decided in 2018. It is a “legally non-binding cooperation framework” that the signatory states agree on when dealing with refugees and migrants.

It is intended to offer migrants better protection against exploitation, discrimination and violence and to remove the breeding ground for the criminal basis of illegal migration. Migration should take place in a controlled manner through regulated and legal processes. Scientists even compare the importance of the treaty to the Paris Climate Agreement. “Knowledge is Power” website now makes various claims about the pact.

100% False: “Every migrant must be allowed to enter the country in the future”

Nothing like that is in the contract. The purpose of the agreement is to control migration and bring it into order. The aim is, among other things, to prosecute smuggling gangs more closely and to cooperate better internationally in the return of irregular migrants. The pact does not create any new legal categories. It is also not legally binding.

Germany and no other country have to change their legal situation if they don't want to. Germany is only obliged to uphold human rights and human dignity under international and constitutional law, which it already is anyway.

 

100% False: “Every migrant is allowed to choose the country of their choice in Europe”

There is not a single word about this in the contract. The aim is to direct migration that occurs via irregular routes into orderly and regular channels through improved international cooperation. In addition, regular immigration of qualified specialists should be regulated. However, whether a regular migrant is accepted depends entirely on the country itself and its laws. For example, the federal government is currently preparing an immigration law. ( Source )

 

Mostly false: “Everyone must be included in health insurance and other social systems”

“Everyone” is wrong. As already mentioned, irregular migration should be combated and international cooperation on returns should be strengthened. Regular and legal migrant workers (with a work permit), on the other hand, should be given the same work rights and working conditions. Regular and legal migrants should have equal access to the health and social systems. Of course, they also pay taxes and contribute to social security funds.

 

100% False: “If the paper is signed by everyone, saying anything negative against immigration policy will automatically become a criminal offense as it will then become law” (sic)

No part of this statement is true in any respect. As already mentioned, the migration pact is not legally binding and does not change national legislation . So it neither becomes the law nor does anything become “criminally prosecutable”. Furthermore, there is not a single word in it that says immigration policy cannot be criticized. On the contrary, on page 23 there is a commitment to freedom of expression :

“We are also committed to protecting the right to freedom of expression in accordance with international law, recognizing that open and free debate contributes to a comprehensive understanding of all aspects of migration.”

100% Wrong: “A study says that in the future, instead of the current 80 million people, 240 million people should live in Germany!!!!!” (sic)

On the one hand, the study that is presumably meant has nothing to do with the migration pact and is neither mentioned nor its results. This is therefore not a statement from the contract . On the other hand, the study to which the graphic presumably refers does not say what is claimed here. A report from 2010 by the “European Commission, Directorate-General Home Affairs” is probably meant.

The title of the report is “STUDY ON THE FEASIBILITY OF ESTABLISHING A MECHANISM FOR THE RELOCATION OF BENEFICIARIES OF INTERNATIONAL PROTECTION”. In German: “Study on the feasibility of introducing a mechanism for relocation of recipients of international protection.” (Editor’s translation)

The intent of the eight-year-old study was to analyze the political, legal, financial and practical consequences of relocating recognized people seeking protection and what different options there are. Regarding the claim that, according to the study, 240 million people “should” live in Germany:

That is NOT what this study says

The only thing that comes close to it is that the appendix to the work theoretically simulates what the theoretical maximum population capacity of the EU and the individual countries would look like if the total capacity (from gross domestic product per person and area) of the EU to the individual ones divides countries. The study simulates that the maximum population density for Germany would be 274 million.

This has nothing to do with how many people should or will live in Germany, but is a speculation in the appendix of the study and not even part of the investigation. And not even the exact number from the graph matches the data you can find. Furthermore, this text has no connection to the migration pact.

 

Conclusion:
