Arrests in major raid on Reich citizen scene: They believed in the “deep state” and were planning a coup. Some of them owned guns legally. Several thousand police officers went out early in the morning to arrest suspects who were preparing for “Day X”.

In the early hours of today (December 7, 2022), the Federal Prosecutor's Office arrested 22 suspected members and three suspected supporters of a terrorist organization on the basis of arrest warrants from the investigating judge at the Federal Court of Justice. The suspected association members are German nationals

When suspected supporters were arrested

The arrests took place at various locations in Baden-Württemberg, Bavaria, Berlin, Hesse, Lower Saxony, Saxony, Thuringia and, in one case, in Austria (Kitzbühel) and in Italy (Perugia). At the same time, court-ordered searches have begun there and in other federal states (Brandenburg, North Rhine-Westphalia, Rhineland-Palatinate, Saarland) in over 130 properties so far. These measures are ongoing. They are also directed against another 27 accused. In addition, the premises of people who are not suspected of the crime are searched.

In detail:

A. The arrested suspects are strongly suspected of being members of a domestic terrorist organization (Section 129a Paragraph 1 No. 1 StGB) or, in the case of Vitalia B., Alexander Q. and Frank R., supporting such an organization (Section 129a Paragraph 5 S. 1 StGB). The alleged association members Heinrich XIII PR and Rüdiger v. P. are said to have acted as ringleaders (Section 129a Paragraph 4 StGB).

The arrest warrants are essentially based on the following facts:

The arrested suspects belong to a terrorist organization that was founded at the end of November 2021 at the latest and whose goal is to overcome the existing state order in Germany and replace it with its own form of government that has already been largely developed. The members of the association are aware that this project can only be achieved through the use of military means and violence against state representatives. This also includes the commission of homicide. The accused share a deep rejection of the state institutions and the free democratic basic order of the Federal Republic of Germany, which over time has made them decide to take part in their violent elimination and to take concrete preparatory actions for this.

The members of the group follow a conglomerate of conspiracy myths consisting of narratives from the so-called Reichsbürger and QAnon ideology. They are firmly convinced that Germany is currently ruled by members of a so-called “deep state”. According to the members of the association, liberation promises the imminent intervention of the “Alliance”, a technically superior secret society of governments, intelligence services and militaries of various states, including the Russian Federation and the United States of America. The association is firmly convinced that members of the “Alliance” are already in Germany and that their attack on the “Deep State” is imminent.

The fight against the remaining institutions and representatives of the state as well as the securing of power should be taken over by the association and a Germany-wide network of homeland security companies founded by it. This violent elimination of the democratic constitutional state, including at the level of municipalities, districts and municipalities, is to be carried out by members of a “military arm”. The association is aware that there will also be deaths. However, it at least accepts this scenario as a necessary intermediate step to achieve the “system change at all levels” that it is striving for.

For this purpose, the association should form a (military) transitional government which, according to the association members' ideas, should negotiate the new state order in Germany with the Allied victorious powers of the Second World War in accordance with the classic Reich citizen narrative. From the association's perspective, the central contact for these negotiations is currently exclusively the Russian Federation. The accused, Heinrich XIII PR, has already contacted representatives of the Russian Federation in Germany. However, according to the investigations so far, there is no evidence that the contact persons responded positively to his request.

On the basis of this ideology, the accused have begun preparations that have continued to increase in intensity since the end of November 2021 at the latest. These include planning administrative-like structures, purchasing equipment, conducting shooting training and recruiting new members. The central body of the group is the “Council”, which is chaired by Heinrich XIII PR. He is considered the future head of state within the association. Thomas T acts as his personal advisor. The members of the “Council” have met regularly since November 2021 to plan the desired takeover of power in Germany and the establishment of their own state structures. Similar to the cabinet of a regular government, the body has various departments, such as “Justice”, “Foreign Affairs” and “Health”. In any case, the accused Birgit M.-W., Paul G., Ruth L., René R. and Melanie R. are intended to head such departments.

Attached to the “Council” is the “military arm”. Some of its members have served actively in the Bundeswehr in the past. This part of the association is responsible for implementing the planned takeover of power by force of arms. This is to be accomplished via a system that is already being set up, so-called “homeland security companies”, i.e. by militarily organized and, in the planning, armed units. At the head of the “military arm” is Rüdiger v. P. He set up a management team that included the accused Maximilian E., Michael F., Frank H., Thomas M., Wolfram S., Marco v. H., Christian W. and Peter W. belong. The command staff dealt, among other things, with the recruitment of new members, the procurement of weapons and other equipment, the establishment of an interception-proof communications and IT structure, the implementation of shooting exercises and plans for the future accommodation and feeding of the “homeland security companies”. The accused Norbert G., Markus H., Matthias H., Harald P. and Ralf S. were also involved in the implementation of these measures.

The focus of the association's recruiting efforts was primarily on members of the Bundeswehr and police. In order to implement this goal, there were four meetings in the summer of 2022, at least in Baden-Württemberg, at which, among others, the accused Rüdiger v. P. promoted the group and its goals. In November 2022, the accused tried Rüdiger v. P., Marco v. H, Michael F., and Thomas M. in northern Germany to specifically recruit police officers for the association. In October 2022, members of the “military arm” scouted Bundeswehr barracks in Hesse, Baden-Württemberg and Bavaria to inspect their suitability for housing their own troops after the coup.

B. Vitalia B. is strongly suspected of having supported the association, particularly by helping the accused, Heinrich XIII PR, to contact representatives of the Russian Federation. Alexander Q. is accused of supporting the association because he publicly promoted the association in internet forums. Frank R. is said to have been involved in the tasks of the “military arm”.

C. According to the investigations so far, there is also the suspicion that individual members of the association have made concrete preparations to force a small armed group into the German Bundestag. The details still need to be clarified. The further investigations also serve to determine whether the criminal offense of preparing a treasonous enterprise against the federal government (Section 83 Para. 1 StGB) was committed.

D. Today's search measures are directed not only against the arrested persons, but also against a further 27 suspects against whom there is initial suspicion of membership or support in relation to the terrorist organization in question.

E. The investigations into this complex of proceedings were carried out in close cooperation with the Federal Criminal Police Office, the state criminal investigation offices in Baden-Württemberg, Bavaria, Berlin, Hesse, Rhineland-Palatinate and Saxony, the Federal Office for the Protection of the Constitution, the Federal Office for the Military Counterintelligence Service and the state offices for the protection of the Constitution in Baden-Württemberg, Bavaria, Berlin, Hesse and Thuringia. Over 3,000 security forces and police officers from the Federal Criminal Police Office, special forces from the Federal Police, the aforementioned state criminal investigation offices and other police forces from Brandenburg, Lower Saxony, North Rhine-Westphalia, Saarland and Thuringia are deployed for today's arrests and searches.

F. The arrested suspects will be brought before the investigating judge of the Federal Court of Justice today and tomorrow (December 7th and 8th, 2022), who will issue them with arrest warrants and decide on the execution of the pre-trial detention.
