The claim

US diplomat Victoria Nuland is said to have confirmed that bioweapons laboratories exist in Ukraine.

Our conclusion

That's wrong. Nuland spoke of diagnostic and bio-defense laboratories that are not biological weapons facilities.

Postings on social media platforms ( HERE or HERE ) say that the existence of bioweapons laboratories in Ukraine has been denied for weeks, described as fake or conspiracy. These laboratories are financed and operated by the USA, and now the USA has officially confirmed this.

Users rely on a statement by Victoria Nuland , Undersecretary of State for Political Affairs, from March 8, 2022 in the Senate Foreign Policy Committee. In this she answered US Senator Marco Rubio's question (from minute 1:39:00 in the video) that there are biological research laboratories in Ukraine. “We are currently concerned that the Russian army could take control of them. We are working with the Ukrainian side to ensure that biological research materials do not fall into the hands of the Russian armed forces,” she continues.

Nuland did not confirm that Ukraine had bioweapons laboratories. Instead, she only said that there were laboratories in Ukraine whose materials could become dangerous in the hands of the Russian aggressor.  

A State Department spokesperson reinforced Nuland's statement to Newsweek by explaining that "During her testimony, Undersecretary Nuland referred to Ukrainian diagnostic and bio-defense laboratories that are not biological weapons facilities."

The existence of laboratories in Ukraine has long been known

Cooperation between the USA and Ukraine began as early as 2005 to prevent the spread of biological weapons. A deal was signed here allowing the Ukrainian government to receive U.S. aid to optimize security at facilities where dangerous microbes are stored, the Washington Post reported in August 2005 .

The aim here is exactly the opposite, namely to prevent the development of biological weapons.

In an April 2020 statement, the US Embassy in Ukraine wrote: “Our joint efforts help ensure that dangerous pathogens do not fall into the wrong hands.”

Conclusion

Victoria Nuland did not the existence of bioweapons laboratories in Ukraine.

Rather, she stated that there are biological research laboratories in Ukraine and that the US State Department is concerned that the Russian army could take control of these laboratories and obtain the research materials.
