The claim
The money in boxes with the Red Cross logo is supposedly for the “fascist army unit of Ukraine.”
Our conclusion
The video is already several years old, it is spoken in Arabic and Arabic writing can be seen. In all likelihood, the boxes contain smuggled money from Libya.
It should actually be clear that Arabic is spoken very little in Ukraine. However, this does not prevent relevant circles from sharing a video in which boxes full of money can be seen while someone clearly speaks Arabic off camera, combined with the claim that this is a disguised delivery of money to the “ fascist army unit of Ukraine “should act.
The boxes bear the Red Cross logo and are labeled ICRC. However, the video has been circulating since at least 2016 and has no connection to the Russia-Ukraine crisis.
The video is shared on Facebook, among others

Even if you don't recognize the spoken language as Arabic, the note with Arabic writing should be enough of a clue that the video doesn't come from Ukraine.

An old video
The video has been circulating since at least 2016 with various claims about it, which is why in 2018 the International Committee of the Red Cross denied that the money in the boxes had anything to do with it (see HERE ):
“The ICRC has nothing to do with the storage or transport of cash alleged in this video and we strongly condemn the misuse of our name and logo in this way.”
In 2018 it was claimed that the video came from Syria. The above note refers to the civil war in Libya in 2011 (see HERE ). in a report by the UN Security Council expert panel (see HERE , PDF file). These boxes were said to have been in a warehouse in Accra, the capital of Ghana, at least until February 2016.

The boxes are said to contain stolen Libyan assets: money that was smuggled after the fall of Muammar al-Gaddafi's regime.
Conclusion
It can be clearly stated that this is not a video from Ukraine, or a camouflaged delivery of money to Ukrainian soldiers. The video is several years old and has been shared with various claims. In all likelihood, the boxes contain smuggled money from Libya.
