Is it possible that with building financing you get a chip implanted so that you can use it to unlock your house later?

Yes, that can be the case and yes, that's true, even if it's more of a publicity stunt.
The Sparda Bank describes the implant as follows:
“Easily unlock your apartment door with an implant in your hand? Sounds like a vision of the future. NFC makes it possible. The abbreviation stands for Near Field Communication. With this groundbreaking technology, data can be exchanged quickly over very short distances. Simply get rid of your front door key. From now on you can open your apartment door with a simple hand movement. Among other modern door openers, an NFC implant clearly stands out. It works independently of a smartphone, does not require charging and is more secure than any fingerprint scanner. And of course you can neither lose your NFC implant nor have it stolen. A piece of freedom is waiting for you. Are you ready? Then take your future into your hands now.”

Does that actually work?
In short: Yes, it works!
NFC stands for Near-Field Communication and simply that you have to be very close to the chip, cell phone or other device in order to read data.
This offer uses an RFID chip, like the one used to identify animals.
These chips are coated with glass and contain a very small copper wire spiral, as you can see here, which serves as an antenna.

You can read the number code on the chip using a reading device.

However, this transmitter and receiver communication requires power, and unfortunately there is no power in this small chip. This is not intentional either, because when it comes to RFID chips, a distinction is made between active and passive systems. Active means that the chip itself has a power supply (which is clearly not the case here).
As already mentioned above, passive RFID chips do not have their own energy source and therefore have to draw their energy from the radio waves received from the reader, which they need to send data and information, so with this chip reading and sending are carried out in one step.
There is a reader on the door, which supplies the chip with power for a short time and thus results in the data being transmitted (in this case a long number), then you can use it to identify yourself.

An induction cooker works in a very similar way. Such systems are also known from bracelets in swimming pools or vacations in clubs or on cruise ships. The usual door cards in hotels also work this way
So it's not a stupid thing in itself, it gives a short prick, then you have the thing in your hand and can always open your door when you put your hand on the lock.
But can you also locate these chips, using GPS or something like that?
No, because the reading device has to be brought very close to a passive chip, a maximum of 1 centimeter, in order to be able to read it, so it is also very difficult to steal this data.
Can you read these chips with your cell phone?
Yes, most smartphones have an NFC interface that can be used to read such chips.
Can these chips be read from a further distance?
No, because you would need an active RFID chip with its own power supply or a reading device that is so powerful that it cannot be done inconspicuously.
Conclusion
So this is simply an advertising campaign by Sparda Bank Berlin, which wants to persuade hip and cool Berliners to buy a rather bourgeois product, such as a building savings contract.
Everyone has to decide for themselves whether this is cool, crazy or something else, but this technology is neither dangerous nor new.
