Our conclusion
A questioning article on the Russian site RT about Bundeswehr operations became the “silent post” principle into the claim that soldiers would be patrolling the streets from October 1st, but there is no truth to the claim and would not be possible without a change in the law.
So in October it's that time again: the dictatorship in Germany begins, soldiers will patrol the streets and supposedly even enforce a mask requirement (only for unvaccinated people!). At least that's what some relevant parties believe, citing a restructuring of the Bundeswehr as the reason for this. The actual source of the claim that there is a threat of unrest in Germany and that the Bundeswehr is therefore being deployed is not particularly surprising: Russia Today.
The chronicle of an assertion
On July 28, RT (formerly Russia Today) asked in an article whether the governments in Germany and Austria were afraid of uprisings because there were various maneuvers - which actually happen every now and then, but are suitable for "asking questions". Something like that is always good. The maneuvers are said to be preparations for domestic military operations.
Also on July 28, the text of the article was posted , a site where anyone can post their own articles - probably because RT can no longer be read in this country without a VPN. The text was posted by a Russian Telegram bot called “ Article reader|Статей читалка ”.
And it continues, still on July 28th : A relevant German-language site called “WIM”. posts a greatly shortened version of the RT article, refers to the above-mentioned article on telegra.ph and supplements the text with new claims: “ The police will be supported by the Bundeswehr from October 1, 2022. This cannot be read otherwise from the description published by the Bundeswehr .
We'll get to what the “Territorial Command of the Bundeswehr” is all about in a moment.
On July 29th, copied the text of the above article and prefaced it with the “correction” that Germany was not a federal republic at all and that the citizens were just “ lawless residents under martial law .” The article has now been deleted from the site.
On August 4th, the claim moved to the Netherlands: A Dutch account wrote on Twitter : “ From October 1st, the German police will be reinforced by army units. Simply put, the military will take to the streets. The German army received 100 billion euros, it seems that the population is the enemy. Are the times of Adolf back? also
posted a screenshot of the article on the “WIM” site.

On August 15, an article appeared on the “ Vision Times ” site (no imprint, claims to publish information for Chinese people abroad).
The Dutch author included the above tweet in his article and spins the claims even further: " The German army will support law enforcement from October 1st, which could lead to trains patrolling the streets and the mask requirement being reintroduced - only for unvaccinated people. “
On August 17, the Vision Times text was shortened and reposted in German on a Dutch blog .
The introductory sentence makes sense on a Dutch blog, but we will come across it again in a rather inappropriate way: “ The news could not be read in the Dutch media , but it is a fact: the Bundeswehr will be deployed from October 1, 2022 Patrol streets. “
On August 19, the pro-Russian Reichsbürger site “ Pravda-TV ” (named after the editor-in-chief) simply copied the text of “Vision Times”, but could have at least changed the first sentence, because “ The news was not in the Dutch media Reading ” doesn’t make much sense there.
The chronicle does not claim to be complete, because the claim was carried out by many more sites and forums, which cannot all be listed here for reasons of space and/or did not contain any additional information.
What is the restructuring of the Bundeswehr actually all about?
As early as July 28, when the claim first circulated, this restructuring of the Bundeswehr was named and freely interpreted. This is the “Territorial Command of the Bundeswehr” (TerrFüKdoBw), which will be set up from October 1st (see HERE ).
From the name it is already clear that it is something territorial, i.e. something that affects an area, and that is exactly what it is about: Until now, the operational leadership of the forces was responsible for various tasks (homeland security, official and disaster relief, civil Military cooperation) distributed at different locations, which has not been a problem so far.
However, due to the Corona pandemic, for example, in which the Bundeswehr provided help in the vaccination centers (everyone who received a vaccination will certainly have met a soldier in the vaccination center who provided administrative assistance), it turned out that central control of the emergency services is more effective, which is why they want to be bundled in Berlin from October 1st will be ready for use from March 2023
You may already notice that for this reason alone it is nonsense that soldiers should patrol the streets from October 1st: central bundling in Berlin will only begin from that date, but will probably not be completed until March 2023.
And could soldiers then patrol the streets and check everyone?
No , because that is not one of the tasks of the Bundeswehr and would require a change to the Basic Law.
the dpa that the reorganization of the command does not intend to increase the Bundeswehr's use in civil protection. This also does not change the legal basis for the deployment of the Bundeswehr internally. He also emphasized that “internal armed deployment outside the actual basic function of the armed forces in a democratic constitutional state must always only be the last resort, since maintaining internal security is primarily the task of the police .”
And these hurdles for domestic use are very high : there must be a concrete impending threat to the free democratic basic order; a “simple” situation of internal emergency is not enough. In addition, when it comes to averting danger, police means always take precedence over military means.
So only if the police and the Federal Border Guard (since 2005: Federal Police) were not sufficient to avert an impending internal danger would one consider deploying the Bundeswehr. However, this is not a new regulation and this situation has never happened before!
Let's summarize
A questioning article on the Russian site RT about Bundeswehr operations was turned into the “silent post” principle into the claim that soldiers would be patrolling the streets from October 1st - shared noticeably frequently by pro-Russian accounts and pages in order to cause uncertainty.
In the end, it was just a matter of usual maneuvers, an exercise in Donaueschingen for the foreign mission in Mali (a photo of which is often used on the pro-Russian pages) and a restructuring of the Bundeswehr, which has no influence on legislation.
The claim that the Bundeswehr will patrol the streets from October 1st is therefore nonsense.
