Robert Koch Institute wants to use information – experts see data protection problems
Coronavirus: Telekom shares movement data! – The most important thing at the beginning:
Deutsche Telekom transmits customer movement data to the Robert Koch Institute in order to track which contacts an infected person has had. The data is anonymized. Legally, this approach is controversial.
Deutsche Telekom shares movement data with the Robert Koch Institute
Bonn/Berlin - In the fight against the coronavirus, Deutsche Telekom is sharing movement data from its customers' cell phones with the Robert Koch Institute (RKI), similar to what the Austrian network provider A1 is already doing with the government.
However, this approach is very controversial because this data is shared without the users' consent.

Individuals not tracked
“We have never passed on such detailed data to anyone,” the “Handelsblatt” quoted a Telekom spokeswoman as saying.
The company is passing on the information voluntarily and free of charge to the infectious diseases authority.
However, the data was anonymized. Although it is possible to analyze movement flows nationwide, at the federal state level and down to the district-municipality level, no individuals would be tracked.
According to RKI President Lothar Wieler, cell phone data can help track which people an infected person has had contact with. So it makes sense to use them to combat the coronavirus.
However, data protection experts in particular are skeptical about this.
Legally more than problematic
According to a recommendation from the Data Protection Conference , health information is very sensitive data that comes with a lot of responsibility.
State-enforced access to the cell phone data of infected people is legally more than problematic. Such an intervention is only justified with the consent of those affected.
