Our cooperation partner at Checked4you writes: Storms, fires, floods – how do you get warned about them? There are warning apps, radio, television – and soon a new technology called cell broadcast . However, it is only new in Germany, as it has been used in other countries for a long time.
If there is a threat of disaster or other danger where you are with your cell phone, you will receive a warning message as a text message , without having to register somewhere or install an app. On December 8th , the nationwide warning day, the system will be tested throughout Germany for the first time. Then your smartphone or tablet may also ring and display a text message. But this only works if you are on the mobile network . Devices that are only connected to WiFi do not receive any warning messages.
And if you don't receive a warning despite having a mobile network? Then receiving alerts in your messaging app may not have been automatically activated via an update. You can check this in the settings .

On Android
If you have a smartphone with Android , you have to type a little more - and the individual menu items may also be called a little differently because every smartphone manufacturer can change the titles:
- Opens the Messages app. This is the app with which you can send and receive SMS.
- At the top right, tap on the three dots, then on “Settings”.
- On some devices there is an entry “Emergency Notification History” or similar in the list. If not, tap “Advanced”, “More settings” or a similar term. There should then be an entry for emergency notifications.
- Three dots appear one below the other at the top right. Tap it and then tap “Settings”.
- You are now in the “Emergency notifications for mobile devices” area and can set which warnings you would like to receive in the future.
If you have a smartphone that can use two SIM cards, the setting options may also be found in the menus for SIM1 and SIM2. Unfortunately, there are no uniform instructions for all Android devices in this case.
We think the system is good and hope that it can run as planned from the end of February 2023. It's great that everyone with a cell phone is warned of dangers without anyone having to know their cell phone number or having to install an app. The warning apps and the classic warnings in the media will continue to exist. The new technology called Cell Broadcast is an additional, useful service.

Nationwide warning day on December 8, 2022
The federal, state and local governments are testing all warning systems for crises and disasters - the federal and state interior ministers have decided that Warning Day 2022 will take place on December 8th.
The aim of the nationwide warning day is to inform people in Germany about the different warning devices in dangerous situations and thus to draw greater attention to civil protection as a whole.
Nationwide warning day: December 8th, 11:00 a.m
The warning day is a joint day of action in which the federal and state governments, as well as participating districts, cities and municipalities, test their warning devices in an exercise. At 11:00 a.m., the authorities and emergency services involved simultaneously activated different warning devices.
Federal Minister of the Interior Nancy Faeser:
“We must better prepare ourselves for crises such as extreme weather events, forest fires or floods in the future. This includes, above all, modern systems to warn the population quickly and in a targeted manner in the event of danger. We have to test new systems in order to be able to use them precisely later.
There will therefore be a nationwide warning day on December 8th, during which a test warning message of the highest warning level will be sent to cell phones nationwide for the first time. This is the first test for the cell broadcast alert. We need various warning systems for an effective and reliable warning infrastructure. This also includes sirens and our warning app NINA. At the nationwide warning day, we will test all warning devices used in Germany.”
BBK President Ralph Tiesler:
“With the nationwide warning day in 2022, an intensive test phase for cell broadcast will also be initiated.
This means a new importance in cooperation with the population: While people can use the test phase to familiarize themselves with the new warning channel, we will continue to coordinate the interfaces involved as best as possible with the feedback and the live conclusions from it. This makes it possible to make technical adjustments and optimizations so that cell broadcast is optimally used and integrated into the warning mix for the desired active operation in 2023.”
Introduction of new warning channel Cell Broadcast
We are currently working hard with mobile network operators to introduce the new Cell Broadcast warning channel. As part of the warning day, the Cell Broadcast warning channel is to be tested for the first time. To this end, a test warning message should be sent nationwide. This then appears on all devices that are logged into a cell phone cell and have the ability to receive cell broadcast messages.
Mobile phone users will be informed about the options by the warning day. Cell Broadcast is scheduled to begin operating at the end of February 2023 and will complement existing warning devices such as the NINA warning app, radio, television and digital billboards.
