No, this is not a photo from Chemnitz, which according to the caption was taken on September 1st, 2018. The photo comes from Leipzig and was taken in 1990.
The information about this, as well as the picture, can be found in a recent article in the Telegraph :
The following week, 120,000 people turned up for the vigil and the week after that, 320,000. On November 9 the Berlin Wall tumbled down.

Note: The image was originally thought to have been taken in 1989 based on the Telegraph's depiction. What is certain is that it is Leipzig and NOT Chemnitz 2018. The year on one of the banners suggests 1990. A cross-check of a high-resolution version shows that 1990 is probably the year the photo was taken. Comparisons.
