The fact check

Note: Even if the video is not current, we do not mean to imply that the act is justified by it. It is and remains a crime that also had consequences.

The video clip is not a current case. The photo comes from the El Oro province in Ecuador and shows how the Río Amarillo was polluted in 2009. Environment Minister Raúl Ledesma makes this clear via Twitter:

In 2009, the Ministry of Environment issued a sanction notice to the mayors of Zaruma and Portovelo due to the pollution shown above. A third municipality involved, Atahualpa, received a warning. The sanctioned municipalities had to pay a fine of 200 basic salaries. (In 2009, the base wage was $218.) It was then determined that the garbage from the three communities would be dumped on a two-hectare site in El Pache.

Ledesma also encouraged users to communicate complaints directly through the Ministry of Environment's official channels instead of spreading them on social media platforms.

Conclusion:

Yes, the video is real and garbage was actually dumped in a river. However, the case from 2009 was taken up by the authorities and those responsible were held accountable.
