“The first 100 days in office for the new federal government went completely differently than planned given the war against Ukraine. The energy crisis determines everyday political and consumer life. Security of supply is the top priority. Oil and gas imports should be distributed to additional supplying countries in the short term in order to achieve greater independence. At the same time, the expansion of renewable energies must be accelerated,” says Jutta Gurkmann, board member of vzbv.
“People are concerned about ever-increasing prices for electricity, gas, heating oil, petrol and diesel. The second priority must therefore be to ensure that energy remains affordable for consumers. The federal government has already responded to this with concrete support measures, but in our view these will not be enough,” says Gurkmann on the subject of the energy crisis.
The vzbv demands a subsidy of at least 1,000 euros for low-income households so that the heating bill can be paid. A heating subsidy of 270 euros per one-person household for housing benefit recipients is far too little given the current natural gas and heating oil prices.
The Federal Ministry of Economics expects additional costs of 2,000 euros per household for natural gas this year. Low-income households with small living space may not reach this value, but are particularly affected. In addition, the federal government must introduce climate money and set up a financial emergency reserve for private households.
The vzbv assessed the 200 billion package announced by the federal government for investments in independence from oil and gas imports and climate protection with a ten-point plan .
Suggested solutions to the energy crisis
As in the last legislative period, the vzbv accompanies the work of the federal government with a policy check . The online tool shows the development of the 21 most important consumer policy projects from the coalition agreement. In addition to energy policy issues, this also includes other topics from everyday consumer life. The policy check regularly evaluates the work of the federal government - after 100 days, one year, at the halfway point of the legislative period and one year before the next election. In addition, the vzbv takes stock at the end of a legislative period.
The evaluation after 100 days shows: Of the 21 projects, five have been started so far. Two of them in the area of digital on data security and consumer-friendly regulation of artificial intelligence, two in the area of energy on the abolition of the EEG levy and the participation of consumers in the energy transition, and one in the area of mobility on the expansion of local public transport. There have been announcements about the other projects, but no concrete legislative or regulatory proposals yet. “With our policy check, we will continue to support the federal government’s work from the consumer’s perspective,” said Gurkmann. “We will take stock again in September 2022. By then, the federal government should have concretely launched or, ideally, already implemented further projects in the promising coalition agreement.”
