Bitkom President Berg: “We need a cyber NATO.”
Even before the invasion of Ukraine, Russian hackers attacked military targets, authorities and institutions in Ukraine. Since the start of the war, non-state hacker groups such as Anonymous have paralyzed Russian state media, websites and digital infrastructure in Russia.
A majority of Germans (61 percent) fear that such hacker groups could escalate the war uncontrollably. At the same time, 56 percent support the activities of hackers in the war in Ukraine. 51 percent believe such attacks could make an important contribution to ending the war more quickly. This is the result of a representative survey commissioned by the digital association Bitkom, for which more than 1,000 people aged 16 and over were interviewed by telephone in March of this year.
“The wars of the future will be fought in a hybrid manner: in digital space as well as in the air, on water or on land. The economy, the state and society must adapt to this new form of warfare.” It is essential to protect the local economy and critical infrastructure from digital attacks, said Berg. “Cyber security must be thought of holistically for the NATO area and its partners. We need a cyber NATO.”

Trust in hacker groups
Despite public statements, it is often unclear what goals hacker groups pursue. Accordingly, 52 percent of Germans say they do not trust hacker groups. 49 percent report that attacks from hackers scare them. On the other hand, 42 percent of those surveyed admire the work of such activists, and 33 percent even say they trust them more than government agencies.
Many respondents attach great importance to hackers when it comes to the outcome of the war: 38 percent are of the opinion that the war could not be won for Ukraine without the intervention of hackers.
Note on methodology
The information is based on a survey that Bitkom Research conducted on behalf of the digital association Bitkom. In March 2022, 1,002 people in Germany aged 16 and over were surveyed by telephone. The survey is representative.
The question was: “Since the invasion of Ukraine, non-state, international hacker groups such as Anonymous have paralyzed Russian state media, websites of Russian companies and digital infrastructure in Russia. To what extent do you agree or disagree with the following statements regarding such hacker groups?”
