If a person believes that content on Facebook is unlawful under one or more of the provisions of the German Criminal Code listed in the NetzDG, they can report this content using Facebook's NetzDG reporting form, available via a link next to the content or in the Help Center can be reached. This form is intended exclusively for complaints about violations of the provisions of the German Criminal Code listed in the NetzDG and has been available to users in Germany since January 1, 2018.

Facebook writes:

The transparency report includes, among other things, the total number of complaints submitted via the reporting form (“NetzDG complaints”), the number of complaints that led to removed or blocked content, and information about how many people handle NetzDG complaints. Due to new legal requirements, this report is more comprehensive than the previous ones. 

The current NetzDG report shows, among other things, the following key figures: 

  • Total number of NetzDG complaints: In the period between January 1, 2022 and June 30, 2022, a total of 144,792 pieces of content were reported to us in 170,233 NetzDG complaints (note: if a piece of content was reported to us multiple times, we counted it as one piece of content).
  • Number of NetzDG complaints that led to content being removed or blocked: A total of 24,184 NetzDG complaints led to content being removed or blocked. This affects a total of 22,826 pieces of content removed or blocked.
  • Number of people reviewing NetzDG complaints: NetzDG complaints are reviewed by teams of trained professionals and lawyers covering both Facebook and Instagram. These teams currently include a total of 186 people. These people also work in areas other than processing NetzDG complaints, depending on the volume of complaints.

Dealing with hate speech and community standards 

We have set the standard for transparency in our industry by regularly reports on the enforcement of our community standards  , so that users can hold us accountable. The reports also show how much of this content was detected using our technologies before anyone could report it:

  • Between January and March 2022, we removed 21.7 million pieces of hate speech content from Facebook globally. This is an increase from 12.4 million in Q4 2021, driven by improving and expanding our intelligent technology to proactively detect hate speech and objectionable content.
  • The prevalence of hate speech on Facebook – that is, the amount of such content that people actually see – is now around 0.02%, meaning that 2 pieces of content for every 10,000 views contain hate speech. This is a slight decrease from 0.02-0.03% in Q4 2021.  

We do not tolerate hate speech on our platforms and we are constantly working to find and remove such content from our platforms and provide information about how we do so. 

Our globally valid rules and guidelines for all users are the community standards . They are publicly viewable and determine what is and is not allowed on our platforms. Our policy covers 26 different subject areas and includes strict rules on hate speech, harassment and incitement to violence. With these guidelines we are keeping people safe while protecting freedom of expression wherever we can. Help area / Help Center
