Does this sign really exist?
Yes, this sign existed, and there was actually an outpatient therapy program for the integration of violent offenders with a migration background, but only from 2007 to 2013 , i.e. before the so-called refugee crisis. Refugees were also excluded from the program. Such a measure is not explicitly found in the BAMF's new programs; they also deal with migration and the return of refugees to their home countries.

In other words: That program actually existed between 2007 and 2013. The aim of this was to support and integrate so-called third-country nationals, i.e. people who live permanently in Germany but whose nationality is not German and who do not come from the EU, through educational and other offers. Part of that program was also the “integration of violent criminals with a migration background”.
