Cyber warfare and state-controlled cyber attacks
Shut down power plants, idle trains or paralyzed factories – three quarters of Germans (72 percent) are afraid of cyber war. Almost half (45 percent) are worried about a cyber war, but do not believe that it can escalate into a military conflict. A good quarter (27 percent), however, fear that state-controlled cyber attacks could also lead to a military conflict. Only 23 percent are not afraid of cyber war.
These are the results of a representative survey of 1,193 people in Germany aged 16 and over on behalf of the digital association Bitkom.
The biggest threat is Russia, which 86 percent see as a possible perpetrator of cyber attacks on Germany.
Behind them are China (34 percent), North Korea (28 percent) and India (10 percent), as well as Iran, Turkey, Hungary and the USA with 9 percent each.

The vast majority of 89 percent of German citizens believe that the Bundeswehr is not sufficiently equipped to defend Germany in cyberspace. This is a significant increase in skepticism compared to last year, when only 78 percent saw a lack of defense capability. 66 percent say that the Bundeswehr is definitely not adequately equipped (2021: 51 percent), 23 percent say that it is rather not adequately equipped (2021: 27 percent). Only 4 percent currently believe that the Bundeswehr is sufficiently equipped for digital defense (2021: 11 percent), just 2 percent are completely sure (2021: 5 percent).
Note on methodology: The information is based on a survey that Bitkom Research conducted on behalf of the digital association Bitkom. 1,193 people aged 16 and over in Germany were surveyed by telephone. The survey is representative. The question was “Cyber attacks are increasingly being attributed to the activities of foreign secret services. How do you generally assess the threat situation?", "Which countries do you see as a threat to carry out cyber attacks on Germany?" and "Do you believe that the German Bundeswehr is sufficiently equipped to defend Germany in cyberspace?"
