The message itself has the subject “Law enforcement” in the matter of “Child pornography on the Internet”.
The text is a bit difficult to read because most of the spaces are missing. But the stamps placed over the text are probably intended to suggest that this is a highly official document.

Fake news
Cybercrimepolice website reports that the emails in question are fakes.
The Swiss Federal Office of Police warned about this scam in December last year:
“The wording varies, but the scam is always roughly the same: that criminal proceedings are underway against you and you should report it.”
Christoph Gnägi, media spokesman for Fedpol, told 20min.ch
“Correspondence in criminal proceedings is not sent by email, but by post.”
There is also a note on the Fedpol website to report such cases.
Fedpol, Interpol, Europol
Regardless of the alleged sender of these emails: The contents are very similar, but the messages do not come from Fedpol, Interpol or Europol; they are fake.
The police advise marking such emails as spam and deleting them.
