The gas early warning level was declared in Germany this morning, Austria followed with the same decision later in the afternoon. Due to the war in Ukraine, gas supplies are expected to deteriorate.

“In order to be prepared for this situation, I declared the early warning level according to the gas regulation this morning,” said Robert Habeck, German Federal Minister for Economic Affairs and Energy, at a press conference in Berlin.

This was preceded by Russia's demand that gas deliveries should only be paid for in rubles, otherwise gas deliveries would be stopped.

In Austria, too, the decision was made this afternoon to declare the gas early warning level.

What does the early warning level mean?

The “gas emergency plan” is used here, which is divided into three stages:

  1. Early warning level
  2. Alert level
  3. Emergency level

When which stage will be declared was determined in the gas emergency plan (for Germany HERE , for Austria HERE ).

In the early warning stage , there are “concrete, serious and reliable indications that an event may occur which will probably lead to a significant deterioration in the gas supply situation […].”
The supply is still guaranteed here, but a crisis team is convened to... Analyzes and evaluates the current situation on a daily basis. In the event of a throttling or even a stop in deliveries, you can react immediately.

The alarm level is declared if the gas supply situation deteriorates. The industry is then asked to use alternatives if possible and avoid bottlenecks.

The state only intervenes in the emergency stage There is already a “significant disruption” in the gas supply. It must be ensured that the gas supply to “protected customers” such as private households, hospitals, fire departments and the police is guaranteed.

No shortages at the moment, but still saving

Habeck also emphasized that security of supply continues to be guaranteed and that there are currently no bottlenecks in the gas supply. The Climate Ministry in Austria also confirmed that gas deliveries from Russia are currently continuing without restrictions.

Nevertheless, all gas consumers, whether private or companies, are now called upon to reduce their consumption as much as possible, as Klaus Müller, President of the Federal Network Agency, wrote on Twitter.
