The claim
A manual is now supposed to prove that Ukraine had been planning an attack on Russia for a long time.
Our conclusion
This claim is false. The handbook serves to support Ukrainian veterans and soldiers and explains their rights and obligations.
In this video you can see a manual, a guide for wounded soldiers from Ukraine. You can read the following in a Facebook post:
“The “Handbook for Participants in the Ukrainian-Russian War,” complete with battle rewards. Published by NED (National Endowment for Democracy) and Freeroll House, two so-called “nongovernmental” organizations of the United States.”

There are subtitles in the video that say that the “Information sheet for participants in the Russian-Ukrainian war” is being presented here.
It was “created long before the start of the Russian army’s special operation to demilitarize and denazify fascist Ukraine.” The implication is that they are “preparing to attack first.” It is therefore clear that Ukraine had “prepared as planned for a military operation against Russia”.
Ukraine would certainly have attacked “if this special operation had not been carried out in a timely manner by the Russian General Staff.” US organizations were also involved in the creation of the leaflet.
What kind of manual is this?
The title “Handbook for participants in the Russian-Ukrainian War” was chosen due to Russia’s annexation of Crimea in 2014, which violated international law. It is published by a Ukrainian non-governmental organization in cooperation with the Government of Ukraine. Legal Hundred was founded in 2014 by volunteer lawyers to provide legal assistance to those injured in the war between Ukraine and Russia.
Since 2016, the handbook has been informing veterans, Ukrainian armed forces and their families about their rights and obligations. This includes claims for social benefits and salaries, and cash rewards in the event of the destruction and confiscation of enemy military equipment are also listed.
It is simply wrong to infer that Ukraine is giving its armed forces instructions for a war against Russia. With this manual, a Ukrainian organization advocates for wounded soldiers and provides them with information about what claims they can make.
Created by US organizations?
This claim is also not correct. The video points to a page with logos of the US NGOs National Endowment for Democracy (NED) and Freedom House . However, these have only been supportive, in the form that can be read in the June 2021 version of the handbook : “Developed and published with the support of the National Endowment for Democracy” and “updated and printed with the support of Freedom House”.
Freedom House is no longer listed most current version (from January 31, 2022) You won't find either organization in the 2018 version either ( HERE ).
Conclusion
The manual is intended solely to inform Ukrainian veterans and soldiers about their rights and obligations.
It is published by a Ukrainian non-governmental organization and not by US organizations.
The manual is not a “how-to” for attacking Russia, but is referred to as such for propaganda purposes by pro-Russian groups.
