The Hamburg Consumer Center advises against purchasing so-called hoverboards, e-skateboards, e-longboards or comparable small electric vehicles.

Hoverboards: No street legal, no vehicle insurance

The devices are considered motor vehicles and reach speeds of up to 30 km/h. Since they have neither a seat, handlebars, brakes nor lighting, they are not permitted on public roads and may only be driven on private property. For this reason, they cannot be insured through vehicle insurance.

No private liability either

Private liability insurance, on the other hand, is only liable for damage caused by vehicles traveling at a maximum speed of up to 6 km/h. If a person is responsible for an accident with their small electric vehicle, no insurance company is liable for any damage caused to third parties.

“Accidents involving small electric vehicles occur again and again, especially in city traffic. Unfortunately, owners often only realize in the event of damage that they themselves are liable for damage caused to third parties due to a lack of insurance coverage. In the worst case, costs for personal injuries can amount to several million euros. In such a case, anyone who does not have insurance coverage will be in debt for the rest of their lives.”
