The claim
Article 27 from an older Federal Law Gazette is intended to prove that identity cards are only issued to stateless persons.
Our conclusion
Article 1 of the same Federal Law Gazette states that Article 27 does not apply.
In principle, it is desirable that people concern themselves with the laws.
But various Reich citizens who believe that the Federal Republic of Germany does not exist (but would like to use its advantages) are sure that they have now found an old article in a federal law gazette that proves that an identity card is only issued to stateless people and one thus being a “foreigner” in his own country (which does not exist). But very obviously the rest of the text of the law was simply ignored!
The claim

In the upper half of the picture you can see a Federal Law Gazette from 1976 with the beginning of the table of contents, and in the lower half you can see Article 27 from the Federal Law Gazette, which reads: “ The contracting states shall provide every stateless person who is in their territory and does not have a valid travel document has an identity card from “.
There is another line under the article, which is not in the Federal Law Gazette : “ Information : Identity cards are only issued to stateless people! The
descriptive text on Facebook and Telegram is:

Identity cards are only issued to stateless people!
The Federal Law Gazette “legally” confirms that every stateless person receives an identity card!
Possessing an ID card cannot therefore prove legitimate nationality or citizenship.
Anyone who has a PERSONAL ID card is officially a “foreigner” on our property/territory and is therefore listed in the Central Register of Foreigners. “

As already mentioned above, the Federal Law Gazette photographed by a monitor has been edited: Article 27 is not located just below the table of contents and the lower sentence with the information that identity cards are only issued to stateless persons is not in the document .
But you are welcome to see for yourself: You can find the Federal Law Gazette HERE (PDF file). Let's take a look at the first page of it:

The document is about a convention of September 28, 1954 on the legal status of stateless persons. This convention was created by the UN because the agreement of July 28, 1951 on the legal status of refugees does not cover all stateless persons and they therefore cannot exercise their rights.
In the screenshot above there is already a small detail that Reich citizens deliberately do not want to see in their photo - otherwise it would destroy their beautiful theory of identity cards for stateless people in Germany.
We'll tell you:

The agreement created by the UN was incorporated into German law with the Federal Law Gazette, but Article 1 makes it clear under point 2 that Article 27, which deals with identity cards, is not applied .
Conclusion
The claim circulating in Reich citizen circles that identity cards in Germany are only issued to stateless people and that it is therefore concluded that all Germans with an identity card are essentially foreigners in their own country, which would prove that Germany does not even exist as an independent country, is absolutely false Article 1 states that the highlighted Article 27 does not apply.
