In 2019, an instruction for driving staff spread on Facebook stating that asylum seekers with certain documents were entitled to free travel.

In a press release , the Rhein-Neckar Transport Association (VRN) commented on the allegations made in various circles that asylum seekers are now generally allowed to travel for free. But this is not the case!

“The driving license is a guarantee of mobility in the form of a benefit in kind, which is deducted from the social benefits granted to those affected or from the so-called pocket money and is not paid out in cash . The state of Baden-Württemberg pays the VRN a compensation amount for this.”

In addition, this driving authorization does not apply in the entire VRN area, but only for asylum seekers with accommodation in the city of Mannheim , the city of Heidelberg and Schwetzingen .

The widespread instructions for drivers also lacked information about the validity area in the tariff honeycombs in the VRN.

“The first, incorrect version published on social media was taken out of context by third parties. The corrected instructions were forwarded to the driving staff again on the same day.”

Instruction No. 357/2019 states:

“From now on, refugees/asylum seekers are allowed to travel upon presentation of the following proof:
– Routing slip/formerly BüMA (see picture 1)
– Proof of arrival (see picture 2)
– Residence permit (see picture 3)
– Certificate of emergency accommodation (see pictures 4 and 5)
– Proof of toleration (see Figure 6)
use the VRN’s means of transport free of charge.”

The writing is real, the conclusions are wrong!

After speaking to a clerk over the phone, we were able to confirm that the letter was genuine.
However, this letter was replaced by a corrected version on the same day. Since this is an internal letter, it is not clear how the trips are financed, but the VRN explains this in the press release .
