The claim
Citizens of the city of Kassel received a letter, supposedly from the mayor, announcing drastic energy saving measures.
Our conclusion
The letter is pretty clearly fake. The city of Kassel also denies on social media that it was the author of the letter.
There is actually already enough uncertainty about whether we will have enough gas to keep our homes warm this coming fall and winter. Some contemporaries, we can call them “trolls”, apparently want to cause even more unrest and actually took the trouble to write a fake letter from the city of Kassel in which alleged energy saving measures for the coming months are announced.
The letter screams “fake” at every turn, from the naming of the sender to the incorrect date format to the general design:

The sender is named “Mayor”, the date is “July 5, 2022”, the rather carelessly formatted “Kassel documenta city” is written at the top and bottom and the letter is signed with “City of Kassel” and an illegible signature.
Apparently the city of Kassel was divided into individual time zones, which were assigned specific times. In the zone mentioned in the letter, from September 1st, 2022 to April 15th, 2023, there would only be hot water from 4 a.m. to 8 a.m. during the week, Friday and Saturday from 8 p.m. to 10:30 p.m., and none at all on Sunday. In addition, the heating should only run on level 3 for 30 minutes a day at most - which would be monitored digitally.
And in order to finally let the fake barrel overflow, the letter should of course be treated confidentially - if it were made public, there would be a fine of up to €5,000.
The city of Kassel denies this
The letter itself already has enough “red flags” that cast serious doubt on its credibility, despite all the “ But that’s definitely how it will happen ” prophecies of doom. Nevertheless, there will certainly be enough people who believe it to be genuine because of the official tone of the letter.

The city of Kassel writes on Facebook:
“Attention: There is currently a fake letter on the way that suggests that the city of Kassel, together with Städtische Werke AG, is regulating the times for hot water and restricting the heating output for residents from autumn. This is wrong! There is no such letter from the city.

So if you have received such a letter yourself or know someone: ignore it and throw it away.”
Conclusion
Even if the letter only concerns citizens of the city of Kassel, it can unfortunately be assumed that imitators who find it “funny” to spread even more unrest and uncertainty will carry out the same scam in other places. Therefore, if you receive such a letter, please pay attention to whether it really comes from your city administration - or is simply someone trying to "troll".
