The city of Munich is tightening its pace against adhesive activists. In the past few days and weeks, Munich has developed into a center for climate protests with sticking campaigns. Bavaria's state capital is now taking tougher action against the actions - and is probably also responding to criticism from the state government.
The state capital of Munich is restricting further climate protests by general decree if the reporting obligation under assembly law is not complied with. The ban will be imposed by general decree to prevent danger and will apply from December 10, 2022 to January 8, 2023. The press and information office of the city of Munich explained this in the following release:
Munich restricts further climate protests
Due to the recent activities of climate activists, the state capital of Munich has issued a general order for preventative hazard prevention in the entire urban area of the state capital, banning all gatherings in connection with climate protests in the form of road blockades in which participants firmly attach themselves to the road or in another way, provided that The reporting obligation under assembly law has not been complied with.
The general order is effective from December 10th, 2022, 00:00 a.m. and is initially valid until the end of January 8th, 2023.
This ban extends to all roads that are particularly critical for rescue operations and emergency response measures, as well as all areas of federal motorways, including motorway sign gantries. The affected streets can be found in the list attached to the general order. This means that both organizing and participating in such gatherings and protests are prohibited. Calling for participation in a prohibited meeting is a punishable offence.
The ban imposed by the general order serves to ensure that the main routes of emergency and rescue vehicles in the city are kept clear at all times and to prevent possible damage to life and limb that could arise due to delays in emergency trips. In coordination with the Munich Police Headquarters, the district administration department considers the associated restriction of the right of assembly to be necessary based on the experiences of the last few days.
The meeting that took place on Monday morning at Stachus was so far the only protest action that had been announced in the media in advance. The assembly authority and the Munich police headquarters then tried to give appropriate space to the great value of freedom of assembly and freedom of expression and at the same time to implement the requirements of danger prevention through appropriate requirements, as is always practiced at all other assemblies. These regulations were completely ignored by the activists and they expressly rejected any communication with the authorities.
