New project by the BLM and the Bavarian State Ministry of Justice now enables efficient prosecution of perpetrators
Bavaria's Justice Minister Georg Eisenreich and the President of the Bavarian State Center for New Media (BLM) Siegfried Schneider jointly gave the starting signal for the “Justice and Media - Consistently Against Hate” initiative in Munich today and signed a corresponding cooperation agreement. There were also numerous representatives of media companies that support the project - including the information director of the Bavarian Broadcasting Corporation Thomas Hinrichs and the managing director of the Association of Bavarian Newspaper Publishers Dr. Markus B. Rick. The senior public prosecutor of the Munich Public Prosecutor's Office I Hans Kornprobst explained the procedure for processing the requests for inspection.

From now on, media companies can more easily file criminal charges in a simple and efficient process, for example for inciting comments and other criminal content such as threats or hate speech on the platforms they operate. Instead of reporting in writing and attaching data carriers or printouts, as was previously the case, media companies should in future be able to send hate postings directly to the public prosecutor's office using an online form with the option to upload attachments. The central contact for the editorial teams in Bavaria is the Munich I public prosecutor's office, which has established the new procedure for the legal and technical processing of the review request.
Georg Eisenreich , Bavarian State Minister of Justice:
“For me, combating extremism and online hatred go hand in hand. Hatred online can quickly turn into real violence. We must intervene before words become actions. Our constitutional state must also be strong on the internet. I say clearly: Freedom on the Internet, yes - but no lawless spaces. With our project we are creating a new way of cooperation between the judiciary and the media. I am very pleased that our initiative 'First display, then delete' has met with such a broad response from the media. The project is an important step in successfully combating hate online. Because anyone who spreads hate speech on the Internet must not go unpunished.”
Siegfried Schneider , President of the BLM:
“With our new project we are sending an important signal for freedom of expression and against hatred, anti-Semitism and incitement on the internet. Hate comments are not a trivial offense and do not fall under the great value of freedom of expression. Quite the opposite – they are punishable. That's why deleting alone is not the solution. The perpetrators must be consistently prosecuted.”
With its commitment to “justice and media – consistently against hate”, the state headquarters not least assumes a special responsibility towards the providers of private radio and TV stations.

“The BR feels obliged to insist on respect for the regulations on freedom of expression and freedom of the press and is adapting its processes to provide a clear response to hatred and incitement online.”

“The fight against hate online is a task for society as a whole to which newspapers feel particularly committed. They stand for the principle of responsible sendership, for fact-based and researched reporting. Anyone who tramples on our professional and ethical principles has no place in our internet forums.”
The BLM is currently working with the Department of Justice on public relations and the website for the initiative.
