A picture with a sign gives the impression, at least externally, that many users on Facebook are upset about. Where does the sign come from and what is the background to it?

This is what a widely shared post on Facebook says:

“Well. That's how it works here. The perpetrators receive a lot of understanding, support, offers and help and their victims go away empty-handed. It’s the same with stalking, domestic violence, etc.”

The sign reads:

“Outpatient therapy program for the integration of violent offenders with a migration background”

underneath in smaller font:

“funded by the European Union,
European Integration Fund , EIF 07-316″

Is the sign real?

In fact, nothing has been manipulated in the photo. We don't know how old the photo is (you'll notice that this is important), but the sign at least existed at one time.

"Incomprehensible! So you should…..”

Haaaold, don't get excited so quickly! Let's first take a closer look at the sign, there is a note on it that leads us to the source: EIF 07-316 .

The abbreviation EIF stands for “European Integration Fund”. The first number 07 is the year in which that fund was created, namely 2007, 316 is probably the internal serial number of the resolution.

A closer look

Kindly, the original posting on Facebook even referred to the correct page on the information portal of the Federal Office for Refugees and Migration (BAMF). However, you should also read the pages properly if you link them. This saves you embarrassment. So let's catch up on this for everyone:

“On June 25, 2007, the Council of the European Union adopted the decision establishing the European Fund for the Integration of Third-Country Nationals (EIF) for the period 2007 to 2013 (435/2007/EC OJ L 168/18 of June 28, 2007 ).”

In other words: That program actually existed between 2007 and 2013. The aim of this was to support and integrate so-called third-country nationals, i.e. people who live permanently in Germany but whose nationality is not German and do not come from the EU, through educational and other offers. Part of that program was also the “integration of violent criminals with a migration background”.

“So yes! Get the refugees… Or?”

Patience, now we come to the important point. Not only did the program only last until 2013, i.e. it before the refugee crisis began , it also excluded refugees from the program!

“ Refugees and displaced persons will not be supported

To make it clear again: This special program was only available for people who live permanently in Germany but do not have a German passport and are not EU citizens, but not refugees !

And what does it look like today?

As already written above, the program only existed until 2013. However, there is now a similar program with a new focus since 2014. That new program is called AMIF ( Asylum, Migration and Integration Fund ). There is no direct successor to the EIF program.

The AMIF program is now about a common European asylum system, legal migration and return policy. There is nothing in the new program about the measure on the sign above.

Conclusion

In fact, the outpatient therapy program for the integration of violent offenders with an immigrant background existed, but only from 2007 to 2013, i.e. before the refugee crisis. Refugees were also excluded from the program. Such a measure is not explicitly found in the BAMF's new programs; they also deal with migration and the return of refugees to their home countries.

In this respect, the photo may be new, perhaps old. The sign in the photo is definitely old.
