A gunman was arrested after opening fire at a recruiting office in Russia's Irkutsk region on Monday, the local governor said. The man was supposed to go to war against Ukraine as part of partial mobilization.

The gunman, who identified himself to police officers as 25-year-old Ruslan Zinin in a video posted on social media, opened fire at a recruiting office in the Siberian city of Ust-Ilimsk. In separate video of the shooting, he can be seen firing at least one shot inside the recruiting office.

At that point, the young man had not yet been drafted into partial mobilization, but his best friend had. He told his mother that he would volunteer before going to the recruiting office to shoot the commander.

Commander survived

Contrary to initial reports that the commander in charge of the regional partial mobilization, Alexander Vladimirovich, died immediately, he survived the shooting. Irkutsk Region Governor Igor Kobzev wrote on the messaging app Telegram that the commander was in hospital in a critical condition and that the arrested gunman “will definitely be punished.”

The maximum penalty for conscientious objection in Russia is 10 years in prison, and the minimum penalty for murder is 6 years. Theoretically, the young man could get less prison time, but since he is charged with attempted murder of a public official, he faces life in prison.

As Reuters reports, the partial mobilization has left even more men desperate. One man tried to set himself on fire at a bus station in the city of Ryazan, about 115 miles (185 km) southeast of Moscow, while shouting that he didn't want to fight in Ukraine. He was taken to hospital with burns.
