The claim
Apparently there is a letter with the title: “Regulations on the conduct of the police officers of the state of North Rhine-Westphalia in matters of foreign crime” such as: “If the crime was committed by a refugee, asylum seeker or by a person with a migrant background (even in groups), it should Any contact with the mass media must be excluded.”
Our conclusion
The letter has been making the rounds on the internet since 2017. The North Rhine-Westphalia Ministry of the Interior had already responded to this letter in 2017 and declared it a fake on Twitter. According to the ministry, it is a fictitious document. Interior Minister Herbert Reul, who is said to have signed the document, also defended himself against the allegations on Facebook.

The “Regulation on the conduct of police officers in the state of North Rhine-Westphalia in matters of foreign crime”
The following points are highlighted in that letter entitled “Regulations on the conduct of police officers in the state of North Rhine-Westphalia in matters of foreign crime”:
“If the crime was committed by a refugee, asylum seeker or person with a migrant background (even in groups), any contact with the mass media should be excluded.”
“If the police offense was committed by a refugee, asylum seeker or a person with a migration background (even in groups), criminal proceedings should not be initiated, but a reprimand should be issued.
If a crime has been committed against refugees, asylum seekers or people with a migrant background, police officers should ensure the safety of witnesses and the victims’ families.”“If special orders from the authorities are missing, the police officers should fill out arrest reports and other documents with a pencil so that further correction is possible.”

Short version: It's a fake !
The Interior Ministry responded to this letter in a quick message and had already declared it fake on Twitter. According to the ministry, it is a fictitious document.
Herbert Reul , who is said to have signed the document, also against the allegations on Facebook

He also states:
“This perfidious forgery shows us once again how brazenly intellectual arsonists create sentiment against foreigners. The timing of publication almost six weeks before the federal election is probably no coincidence. I can only ask the citizens of North Rhine-Westphalia not to fall for such propaganda and to be critical of alleged messages on social networks.”
Where does the writing come from?
The solution is very simple: The letter first appeared on the website Homment.com. Homment is a “publish yourself” platform, where everyone can write whatever they want. There is no editorial care or controls.
Homment says about himself :
