So-called Reich citizens have a problem with “yellow letters”. Because there are usually things in there that no one likes to read, such as demands for money. But for some time now they have been defending themselves with a bizarre sticker.
Many a postal worker may have sighed when he or she sees this sticker on a yellow letter:

are labeled with stickers that can be freely downloaded and printed from sites like “ Bewusstscout ” and returned to the sender. The text on the stickers reads:
„Delivery ban!
Lack of legal and contractual basisThe legal entity as the recipient no longer exists after the change in civil status. Furthermore, the contract is missing for the business symbol. We do not accept offers or reject them. The recipient enjoys additional immunity according to Articles 39 and 40 of the UMR Constitution in Germany. Reference is made to the original responsibility.”
This is followed by a series of articles and paragraphs from the Basic Law, the Criminal Code, the Federal Constitutional Court Act and other sources. Finally, it should be noted that the “authorized person” is liable for any damage caused by a missed deadline.
What does that mean in plain language?
In principle, the recipient of the letter is saying that he does not exist as the recipient and that he is also immune from all claims. In addition, an “authorized person”, which is generally the sender of the letter, is liable for any damage that could occur to the non-existent recipient (e.g. switching off the electricity).
This seems like a smart way to avoid all the bills!
You simply don't pay anything anymore, wait until a "yellow letter" comes, put this sticker on it, problem solved. Or? In order to understand the text, we have to go step by step and put ourselves in the mind of a citizen of the Reich. Don't worry, it just hurts a little!
„The legal entity as the recipient no longer exists after the change in civil status.„
Reich citizens are of the opinion that your identity card does not make you a natural person, but rather a legal person (we already discussed in a previous article ). identity card you become employee of the Federal Republic, and therefore a thing, a legal entity.
But Reich citizens do not want to be legal entities. declarations are printed out (we'll explain where they come from) and sent to the administration, along with the identity card, which is not recognized.

Such letters continue to say:
“I am a legal entity and not a commodity and have no owner.
As a natural person, I do not waive any of my rights. (…) Therefore, in the hierarchy of the “Federal Republic” (…) I am committed to universal human rights.”
Furthermore, reference is made to the universal human rights that were established by the “Office for Human Rights” on November 22, 2009, the so-called “UMR Charter”.
This small excerpt alone raises a few questions:
It is a good right not to want to forego any right.
However, obligations cannot be waived at the same time, for example the obligation to pay money for services. In addition, the Federal Republic of Germany is not described here as a democracy, but as a “hierocracy”, i.e. the state power of a priesthood.
But before we get bogged down in these things, let’s focus more on the sticker.
„Furthermore, the contract is missing for the business symbol.„
A note that is missing from almost every letter from Reich citizens to companies and authorities. The background is that authorities have file numbers that belong to concluded contracts. However, business symbols have no connection to a contract, so the letter would be invalid.
„The recipient enjoys additional immunity according to Articles 39 and 40 of the UMR Constitution in Germany.„
Let's get to the main part, the UMR constitution.
UMR stands for “Universal Human Right”. We have already encountered this term above, now we want to keep our promise and explain what exactly it is and where it comes from.
The UMR Constitution was published by the “ International Center for Human Rights ”.
That sounds pretty important, so they'll probably have a headquarters somewhere. All you need to do is take a look at the site's imprint :
“ International Center of Human Rights -
ICHR Foundation Panama
document roll 1753628 -ficha 696864 - 23.055 from September 14, 2007
Abogados office: Lopez & Lopez
53rd. Street Marbella, World Trade Center, 5th. Floor, Suite 502, Panama, Republic of Panama "
Interesting: the “International Center” is based in a law office in Panama . It's good that not everyone can just set up an organization in Panama. Or ?
On the pages of that center you can also find this ominous “ UMR Constitution ”.
Why does the recipient of the “yellow letter” supposedly enjoy immunity?
This is justified by Articles 39 and 40 of the UMR Constitution. There it says about immunity in Article 39:
“The UMR has full legal personality and public law character as an ideological community. As an international, international community of public human rights, it has the ability, in particular, to confer diplomatic status and immunity.”
As well as in Article 40:
“The UMR enjoys within the territory of each of its members the privileges and immunities necessary to achieve its objectives. (…) The assets of the founding organizations, wherever they are located and whoever owns them, enjoy immunity from search, seizure, confiscation, expropriation and any other form of interference or removal, whether by governmental or legislative measures.
Additionally in Article 2:
"Members of the UMR are the organizations and subjects of international law that were members of the Organization on October 15, 2009, and all other organizations and subjects of international law that become members in accordance with the provisions of paragraphs 3 and 4 of this UMR article."
In summary:
People who use this sticker describe themselves as members of an organization that has become a member of the UMR. As a result, they describe themselves as immune to everything.
So where do all these organizations come from?
So we have a UHR constitution, an International Center for Human Rights, and other organizations are mentioned on the pages, such as the “Court of the People”. These organizations are so intertwined that they even appear in the 2017 Federal Office for the Protection of the Constitution report from Schleswig-Holstein. There it says:
“The general term Office for Human Rights hides an opaque organizational network, the leading head of which lives in Lower Saxony. Another name is the German Office for Human Rights. Subgroups or subgroups are called the International Center for Human Rights, the German Center for Human Rights, the Central Council of European Citizens, the Central Council of German Citizens or the Court of Justice of the People. Overall, the ideology of the Office for Human Rights is diffuse. However, as is usual in the Reich Citizens' Movement, the core point is the denial of the legitimacy of the Federal Republic of Germany. The supporters see themselves as outside this legal system. The Office for Human Rights created its own UMR constitution and sent it to the federal government and state authorities in 2009. Since there was no objection from there, it sees its constitution as legally valid.”
The founder of these organizations is Mustafa Selim Sürmeli . He and his organizations preach what, for example, the “ Badische Zeitung ” writes, “a diffuse, biblical legal doctrine that is so confused that even the theories of the Reich citizens seem logical.” There is also a lot of information about the founder of the “German Office for Human Rights” on “ Sonnenstaatland
Conclusion
The users of these stickers rely on the Constitution written by a single person, published by a center with legal headquarters in Panama, which is subject to an office and a court also founded by that individual.
In this respect, this sticker is nothing more than the intellectual creation of a Reichsbürger movement, which protects neither against payments of any kind nor against the consequences of non-payment.
