Russian propaganda on TikTok: In a world increasingly dominated by digital media, the war for public opinion has shifted to online platforms. The BBC's recent revelations about thousands of fake TikTok accounts operating from Russia represent a frightening turning point in modern warfare. These accounts are systematically spreading misinformation about the war in Ukraine, revealing a new, disturbing dimension to information warfare, in which disinformation is used as a weapon.
The power of misinformation
The modus operandi of this propaganda campaign is both sophisticated and frighteningly effective. Videos garnering millions of views on TikTok aim to weaken Western support for Ukraine. Users in various European countries were hit with false claims. These claims included accusations that Ukrainian officials and their family members purchased luxury goods such as cars or villas abroad after the Russian invasion in February 2022. These targeted disinformation campaigns leverage TikTok's reach and viral nature to sow doubt and distrust.
A personal story at the center of disinformation
A striking example of the impact of this propaganda campaign is the story of Anastasiya Shteinhauz, the daughter of the former Ukrainian Defense Minister Oleksiy Reznikov. She was directly affected by the disinformation campaign when TikTok videos falsely accused her of buying luxury properties in Madrid and the French Riviera. These unfounded allegations had not only personal but also political consequences and played a role in her father's dismissal in September. This incident highlights how personal and destructive such disinformation campaigns can be.
The mechanism behind the scenes
The network behind these fake TikTok videos is extensive and well organized. The accounts pose as real users from various countries such as Germany, France, Poland, Israel and Ukraine. The BBC investigation revealed that hundreds of videos exist targeting dozens of Ukrainian officials. These fake accounts used stolen profile pictures, including images of well-known celebrities such as Scarlett Johansson and Emma Watson. This propaganda tactic shows how sophisticated and calculating the authors of this campaign are in order to gain credibility and reach.
The goal of propaganda: loss of trust
The strategy behind the fake TikTok accounts operating out of Russia aims to undermine Ukrainians' trust in their own leadership and divide society from within. Roman Osadchuk of the Atlantic Council's Digital Forensic Research Lab worked closely with the BBC to explore the dimensions of this network.
Their investigations revealed that the content of these accounts was specifically designed to sow distrust and doubt among Ukrainians. By highlighting alleged corruption and inadequacies within the Ukrainian government, the aim was to make citizens question their own leaders. This represents a subtle but powerful form of warfare in which information and disinformation are used as tools to undermine the moral and social fabric of a country.
Western attention in sight
Renee DiResta, technical research director at the Stanford Internet Observatory, highlighted another critical aspect of this propaganda: the focus on Western support. The videos distributed by the fake TikTok accounts aimed to weaken Western countries' support for Ukraine by suggesting corruption within the Ukrainian war effort.
By spreading rumors and false information about the mismanagement of Ukrainian officials and the alleged embezzlement of funds intended for the war effort, Ukraine's image abroad was tarnished. This had the potential goal of undermining the moral and material support that Western countries provided to Ukraine and thus weakening the effectiveness of Ukrainian defense efforts.
The ongoing problem
Despite TikTok's intensive efforts to identify and shut down these networks of fake accounts, the problem persists. Since the BBC report, dozens of videos originating from that network continued to be recommended on the platform. Some of these videos even reference current events, suggesting that the network remains active and adaptable.
This continued presence of such disinformation campaigns on a platform as widespread and influential as TikTok poses an ongoing challenge to information integrity and public opinion formation. It shows that the fight against misinformation and propaganda in the digital age is an ongoing process that requires constant vigilance and requires proactive measures.
