Ongoing cyber crime activity, cyber attacks

In the reporting period from June 2021 to May 2022, the already tense situation worsened further. The reasons for the high threat level are ongoing activities in the area of ​​cyber crime, cyber attacks in the context of the Russian attack on Ukraine and, in many cases, inadequate product quality of IT and software products.

Federal Minister of the Interior Nancy Faeser:

“The cyber threat situation, which has continued to increase since Russia's war of aggression against Ukraine, requires a strategic realignment and significant investments in our cyber security. The BMI’s cyber security agenda represents the goals and measures that are essential to us. We as the BMI want to make significant progress here during this legislative period and raise cyber security to a new level. The modernization of our cyber security architecture with the expansion of the BSI into a central office, the further expansion and renewal of networks and IT systems in the administration, the strengthening of the security authorities to prosecute cybercrime and the improvement of defense capabilities against cyber attacks are important and necessary Steps for a closely interlinked federal cyber defense and an effective and efficient positioning in cyber space.”

Every vulnerability in software or hardware products is a potential gateway for attackers and endangers information security in administration, business and society. In 2021, over 20,000 vulnerabilities were registered in software products. This corresponds to an increase of 10% compared to the previous year.

Vice President of the BSI Dr. Gerhard Schabhüser

“The threat situation in cyber space is tense, dynamic and diverse and is therefore higher than ever. In a digitalized world, the well-being of the population depends more than ever on how well we are prepared against IT security incidents. Every computer system that cannot be hacked, every digital service that cannot be disrupted, is an elementary contribution to a functioning digitally networked society. With the right measures we can counter the threat situation. We must not let up on the issue of cyber security one bit.”

Ransomware attacks, i.e. cyber attacks on companies, universities and authorities with the aim of extorting ransoms, are currently considered the biggest threat in the cyber sector.
During the reporting period, there were several ransomware incidents in which municipalities in Germany were attacked. For the first time in German history, a disaster was declared by the affected municipality as a result of a cyber attack. Cyber ​​security is an essential aspect of public services and serves directly to protect citizens.
