The limits for disability pensions will be raised significantly. In addition, the digitalization of reporting procedures will reduce the bureaucratic burden for employees and employers. The Federal Council approved the law.

Any additional earning possible

In the statutory pension insurance, the additional income opportunities for early old-age pensions and disability pensions will be fundamentally reformed from January 1, 2023. Early retirees can then earn as much extra as they want without their pension being reduced. “We are abolishing the additional earnings limit for early retirement pensions. During the last two Corona years, the additional income limit was significantly higher than before. We have had good experiences with this and now make it possible to make the transition from working life to retirement flexible on a long-term basis,” said Federal Labor Minister Hubertus Heil .

In the area of disability pensions, the additional income opportunities are being significantly expanded. “This is an important signal for people with reduced earning capacity, for whom we are building a bridge into the job market,” says Heil.

Digitalization of reporting procedures

A large part of the law's regulations relate to the digitalization of reporting procedures. For example, it will no longer be necessary to present a social security card, as employers will be able to retrieve the insurance number from the pension insurance company. The aim is to relieve the burden of bureaucracy and administrative work on citizens, social security providers and the economy.

Expansions in artists’ social insurance

The Artists' Social Insurance Act expands the possibility for young professionals to be exempt from compulsory insurance in the statutory health and nursing care insurance when they take up self-employed artistic or journalistic work for the first time.

In the future, artists will also be able to permanently earn extra money through non-artistic activities. The proposed regulation ties in with the focus of the activity and replaces the additional income regulations that were temporarily increased due to the pandemic.
