This article reports on a car accident between a German driver and a road user from Ukraine. He had taken the right of way and crashed into the Germans' Hyundai with his VW bus. However, since the Ukrainian car does not have valid liability insurance in Germany, the repair process is now taking a long time.
Exception to liability regulations for Ukrainian vehicle owners in Germany
After Russia's invasion of Ukraine, an exception was introduced in Germany. Until May 31 of this year, it was not important whether cars with Ukrainian license plates had liability insurance valid in Germany, as insurance cases were covered jointly by the insurers.
This exemption no longer applies since June. It is therefore necessary for Ukrainian vehicle owners to either carry a “green card” from their liability insurance taken out in Ukraine or to take out border insurance in order to be covered in the event of an accident.
“Green Card”
The “International Insurance Card for Motor Transport” – colloquially known as the “Green Card” (which, by the way, is now white) – is important for motor vehicle drivers. It is proof of current liability insurance and is valid in all countries that are part of the “Green Card Agreement”.
Ukrainian vehicle owners can also receive this green card digitally from their vehicle insurance company in Ukraine. This is also possible if the vehicle is not in Ukraine, which will be the case for many refugees.
Border insurance
Another option for obtaining valid liability protection in Germany is so-called “border insurance”. This is motor vehicle liability insurance for vehicles that are registered outside the EU and do not have a green card.
Such insurance is taken out when crossing the border to an EU member state. If someone from Ukraine is traveling towards Germany, they can take out such border insurance at the Ukrainian-Polish border, for example.
If an insurance claim occurs in Germany with an uninsured car, the traffic victim assistance as a contact point for compensation.
Whether sharing the article counts as mild propaganda against Ukrainian refugees is something you have to answer for yourself.
