Avril Haines, US intelligence coordinator, spoke in a congressional hearing about the likelihood of martial law being declared in Russia.

According to Haines, Putin's goals are greater than the capabilities of the Russian armed forces, which is why the imposition of martial law in Russia is "likely."

What would be the consequences of imposing martial law?
First of all, the Russian constitution provides for this possibility, but it should be translated as “state of war,” says Professor Burkhard Breig, an expert in Eastern European law.
At BR24 , Breig explains the process and Russia's options if this state of war were to occur:
“In accordance with Article 87, paragraph 2 of the Constitution of the Russian Federation (RF), the President of the RF declares a state of war in the event of a current or imminent attack on the Russian Federation.”

Putin must submit this decision to the State Duma and the Federation Council, which will confirm the state of war within 48 hours, otherwise it will end the following day.
If a state of war is confirmed, Putin will have options that were previously unavailable.
