The claim
Allegations are currently circulating on the Internet that the USA is secretly planning to destroy the German economy through the war in Ukraine.
Our conclusion
The photographed document that is supposed to prove the plan already has several errors on the cover page and the copyright and license information that make its authenticity doubtful. The document's primary source is a well-known conspiracy mythist.
Pro-Russian activists and supporters of conspiracy theories are constantly looking for ways to attribute responsibility for Russia's war of aggression in Ukraine to people other than Vladimir Putin.
Some people on Facebook are currently referring to a blog entry (archived HERE ) and postulating that the USA brought about the conflict in order to the “ destruction of the German economy with the help of the Greens . These people justify their opinion with the help of an alleged secret document that the blog reports on. The author has also included photos as evidence to verify the authenticity of the secret document.
A supposedly genuine document
The author of the blog entry informs that he was sent a document entitled “ Weakening Germany, Strengthening the USA ”. Even if the author considers it a conspiracy theory that the USA wants to destroy the German economy, this is now “obvious” to him thanks to the document. The latter document was allegedly sent to US government authorities on January 25, 2022 and was “punctured by someone”. This means that someone is said to have passed on the confidential information in the document.
However, the author himself speculates about the origin of the letter and mentions that he cannot “verify the authenticity of the document”. For this reason, he is also thinking that it could be an analysis by a think tank instead. A think tank is an institute or expert group that evaluates and researches various concepts and strategies from, among other things, political and military areas. According to the author, the letter could be an analysis by the “RAND Corporation” (a think tank in the USA that was founded to advise the United States Armed Forces).
The source of the document: A well-known conspiracy mythist
What is interesting is that all the German-language sites do not mention who first published the document, but only claim that it was “leaked” to them. At this point one can already ask the question whether they are not citing the original source because they want to put themselves in a better position or because this source raises too much suspicion that the document could be forged.
All English-language articles (see for example HERE and HERE and HERE ) copy word for word an article by Dr. Vernom Coleman, who begins his “leak” with the words:
“I have just been sent a classified research report from the RAND Corporation that places the PSYOP-UKRAINE INVASION in part within the larger context of the rapidly accelerating Great Reset program now underway.”
Dr. Vernom Coleman is no stranger: in early 2021, he claimed that the COVID-19 vaccinations were “ weapons of mass destruction ” that would kill “ 90-95 percent of humanity ” – all as part of the “ Great Reset .” We reported on him in detail HERE .
Since there has been no mass death of those vaccinated, Dr. Coleman now turns to a new topic: Now it is the war in Ukraine that is supposed to herald “ The Great Reset ”. And he of all people is given what appears to be definitive proof of a huge conspiracy?
Very shaky evidence of authenticity
According to him, this is proven by the attached printouts of the first two pages in his article. No other pages of the document or the original text can be found in the blog entry. The reader is only presented with a German translation specially prepared by the author.
However, the German press agency (dpa) points out in its “fact checking” that the authenticity of the two documents attached to the document is doubtful. Accordingly, there is no credible evidence on the sheets that they actually come from the “RAND Corporation”.
For example, on the cover page you will find the inscription “Distribution: WHCS, ANSA, Dept. of State, CIA, NSA, DNC.”

However, there are some inconsistencies in these abbreviations compared to the original letters from the RAND Corporation.
- “ANSA” probably means the National Security Advisor, the Assistant to the President for National Security Affairs. However, this post is commonly abbreviated as APNSA.
- “DOS” is commonly used as an abbreviation for the United States Department of State. However, in the article cover page you can find the expression “Dept. of State”.
- It is also questionable why the Democratic National Committee (DNC), the national organizational body of the Democratic Party, can be found on the paper at all. The DNC is not actually part of the government and has little political power other than fundraising and supporting candidates in the election campaign.
The second page has errors in details

At first glance, the second cover page might actually with other RAND Corporation publications , as the copyright and licensing information is very similar. On closer inspection, however, it becomes apparent that exactly the information that would allow the page to be clearly assigned to a publication is not included. It says: “ For more information on this publication, visit www.rand.org/ ”. Normally in other RAND publications you will find a link at this point that takes you directly to the website with the relevant document and not just to the general website as here. This indicates that a link to the corresponding website for the document does not exist.
This is also supported by the fact that RAND specifically stated that the document was a forgery and did not come from you. Instead, they referred to their collected reports from the think tank on the Ukraine War .
Some speculation
The following food for thought are not solid facts, but rather pure speculation about details that we noticed in the document
- The current situation is described very precisely in the document, almost too precisely, as if the plan had really worked 100 percent.
- A touch of imperial citizenship can be seen in the document. According to Reich citizens, Germany is not sovereign, and the document says that Germany " is still not really sovereign, but will become more and more sovereign in the next few decades, which must be prevented " - which is wrong, Germany has had that again since 1990 full sovereignty.
- In the article, the party “The Greens” is referred to as “The Greens” in several places, which is at least unusual. Usually the party is called “The Green Party” in English-language articles, “The Greens” occurs less frequently.
Conclusion
The document contains some errors in detail and appears at least questionable in several places. The primary source is a well-known conspiracy mythist, who was probably the only one who received this document from an unknown source before German-language sites claimed that they had received it (but largely copied the article by the conspiracy mythist Dr. Vernom Coleman).
In our opinion, the authenticity of the document is more than questionable.
