The federal and state interior ministers have decided that the nationwide (!) warning day in 2022 should not take place on September 8th as agreed, but rather on December 8th. After the first nationwide warning day in September 2020 was disastrous and did not even take place in September 2021, the 2022 warning day has now been postponed from September to December, as the Federal Ministry of the Interior reports. ( HERE ) The first elements of the new Cell Broadcast warning channel should be able to be tested this year.
Nationwide warning day 2022: December 8th, 11:00 a.m
The aim of the nationwide warning day is to inform people in Germany about the different warning devices in dangerous situations and thus to draw greater attention to civil protection as a whole.
On December 8th at 11 a.m., all available warning devices should be activated throughout Germany in order to be prepared for the emergency of a catastrophe or other crisis situation.
“We must better prepare ourselves for crises such as extreme weather events, forest fires or floods in the future.
This includes, above all, modern systems to warn the population quickly and in a targeted manner in the event of danger. We have to test new systems in order to be able to use them precisely later.
There will therefore be a nationwide warning day on December 8th, during which a test warning message of the highest warning level will be sent to cell phones nationwide for the first time. This is the first test for the cell broadcast alert. We need various warning systems for an effective and reliable warning infrastructure. This also includes sirens and our warning app NINA. At the nationwide warning day, we will test all warning devices used in Germany.”

Introduction of the new warning channel Cell Broadcast
The President of the Federal Office for Civil Protection and Disaster Assistance ( HERE ), the highest federal authority for this issue, is announcing a new technology for Warning Day 2022: cell broadcast.
“With the nationwide warning day in 2022, an intensive test phase for cell broadcast will also be initiated.
This means a new importance in cooperation with the population: While people can use the test phase to familiarize themselves with the new warning channel, we will continue to coordinate the interfaces involved as best as possible with the feedback and the live conclusions from it. This makes it possible to make technical adjustments and optimizations so that cell broadcast is optimally used and integrated into the warning mix for the desired active operation in 2023.”

We are currently working hard with mobile network operators to introduce the new Cell Broadcast warning channel.
As part of Warning Day 2022, the Cell Broadcast warning channel will be tested for the first time. To this end, a test warning message should be sent nationwide. This then appears on all devices that are logged into a cell phone cell and have the ability to receive cell broadcast messages.
Mobile phone users will be informed about the options by the warning day. Cell Broadcast is scheduled to officially begin operations at the end of February 2023 and will complement existing warning devices such as the NINA warning app , radio, television and digital billboards.
A warning day with an alarming history
The important and necessary concern of testing the various population warning systems has so far been a story of failure. Even the Ministry of the Interior itself admits this for Warning Day 2020. ( HERE ) Siren signals, although present, could not be heard and there was a delayed transmission of the warning message via MoWaS (Federal Modular Warning System) to the connected radio stations and app servers. As a result, the warning devices such as smartphones, radio or TV that were alerted via MoWaS also issued a delayed warning. ( HERE ) This debacle led to enormous media coverage and also attracted a lot of ridicule and malice towards those responsible. Mimikama reported. ( HERE )
The 2020 warning day showed very clearly that the warning systems are not working properly. However, it is also the task of such a warning day to find out exactly such defects in order to then draw the right conclusions. These vulnerabilities are said to have been identified and remedied by the operators. The coming warning day in 2022 will show it.
Especially against the background of the flood disaster in 2021, when the population was not informed in time, the deficits in population alerting became particularly tragic.
Siren infrastructure was massively shut down
Until the reunification of Germany in 1990, the up to 80,000 sirens had three tasks: warning of fire, disasters and a feared military attack from the east. In addition, the volunteer fire department was alerted if necessary.
After the fall of communism, the sirens were viewed as outdated and too expensive technology and almost half of them, around 40,000 gray plates on the roofs, were dismantled between 1992 and 1995. Systems such as radio, television, the Internet or SMS were now used to warn the population. The ten warning offices that triggered the sirens in the event of an emergency were also dismantled. In other words, a functioning analog warning structure has been massively scaled back.
Siren systems are very fragmented regionally
Since then, cities and municipalities have been responsible for the maintenance and upkeep of the sirens and primarily use the system to alert the fire department. Only 30 cities still have a functioning siren system; in the east there are only Hoyerswerda and Dresden. In total, only 15,000 sirens were still operational in September 2021. Since the end of the nationwide uniform warning systems, various regional structures have developed; the fire departments are initially alerted via their own beepers, SMS or apps. Only during major events is a follow-up alarm triggered by a siren, if available.
The failure of the warning systems in 2020 and at the latest during the flood disaster in 2021 and its tragic consequences have meant that the topic of population warning has picked up speed. And it has become clear that if mobile communications fail, all digital warning structures are very vulnerable and, above all, unreliable.
