The content of the message promises 70 GB of free internet:

“Whatsapp & TikTok offers 70 GB of free internet!
Try this, free 70GB (all networks) valid for 90 days to celebrate the anniversary.* Get it in just 1 minute,I received mine.*
Take the time to click to receive* “
The link in the message varies. But it should be clear at first glance that this cannot be connected to WhatsApp or TikTok. Companies usually use links that contain the company name.
It is not clear from this message which anniversary WhatsApp and TikTok are supposed to celebrate. And it is also incomprehensible why the two apps, which do not belong to one company, should give away free internet together. WhatsApp belongs to the Meta Group, TikTok belongs to the Chinese internet company Bytedance.
We tested for you what happens when you open the link in the message:
Quite a lot of clicking. Enter the phone number first, then have it checked. You are then asked to forward the message to 12 of your contacts or groups, only to end up on further questionable pages where the clicking continues. And in the end there is...
No free internet
Of course you don't get 70GB for free, instead the page is constantly reloaded.
We did not find that clicking through the entire process delivered malware to the phone. However, we also stopped when one of the sites tried to force notifications on us.
However, such seemingly endless clicking processes can certainly be changed, which can also mean that malware could come into play if another attempt is made. Otherwise, you can assume that data will be collected when you enter your phone number. – This in turn opens all doors for spam or the sale of your data.
What the operators of this ominous campaign definitely have is a lot of clicks on a button whose exact effect is hidden in the source code.
These clicks could, for example, have made reviews or manipulated billing systems. In addition, it is not unlikely that the participants will soon find even more such messages in their WhatsApp due to their gullibility.
Conclusion
What is certain is that there is no anniversary of WhatsApp or TikTok that could give rise to gifts of any kind.
The message also comes neither from Meta Group nor Bytedance.
Therefore, when receiving such messages: stay away and do not click on the link. And please also inform the broadcaster that this is a fake and you can't win anything or get anything for free.
