Bonn, the city with a rich history and significant political heritage, has once again set a milestone in groundbreaking development. Six federal authorities in Bonn have signed a groundbreaking Memorandum of Understanding (MoU), which marks the founding of the “Digital Cluster Bonn”. This remarkable initiative aims to deepen and strengthen collaboration in all aspects of digitalization. Members of this important cluster are the Federal Financial Supervisory Authority (BaFin), the Federal Office of Justice (BfJ), the Federal Office for Information Security (BSI), the Federal Commissioner for Data Protection and Freedom of Information (BfDI), the Federal Cartel Office (BKartA) and the Federal Network Agency (BNetzA).

A new era of government cooperation

The move to found the Digital Cluster Bonn is a clear sign that digitalization is not only a technological advance, but also a catalytic element for organizational and structural changes. Mark Branson, President of BaFin, emphasizes the need for such an initiative in a world where digitalization is developing at a rapid pace. “We as authorities are also modernizing quickly. It is therefore important and timely that we have a forum with the Digital Cluster to develop and share best practice,” says Branson.

Synergies through joint action

The members of the Digital Cluster Bonn agree that the challenges of digital transformation in administration can best be mastered together. Veronika Keller-Engels, President of the BfJ, emphasizes that the pooling of resources and the creation of synergies will lead to coherent approaches to the application of law in the digital area. Claudia Plattner from the BSI sees Germany on the way to becoming a cyber nation by consistently pushing forward digitalization and bundling competencies and synergies.

Data protection and civil rights in focus

For Prof. Dr. According to Ulrich Kelber, Federal Commissioner for Data Protection and Freedom of Information, it is crucial to consider the rights of citizens from the outset of digitalization. “Together we can achieve more here,” he emphasizes, pointing out the advantages of close cooperation in the Digital Cluster Bonn.

The Federal Cartel Office is doing pioneering work

The Federal Cartel Office, represented by its President Andreas Mundt, brings more than 15 years of experience in the digital economy to the cluster. Its procedures have contributed significantly to legislative processes not only at the national but also at the European level. Mundt emphasizes the importance of the competition register as a lighthouse project for the digitalization of public administration.

Together for effective regulation

Klaus Müller, President of the Federal Network Agency, emphasizes the importance of collaboration: “Regulation in the digital sector is not a solo performance, but a joint ensemble of ideas, know-how and goals.” The Digital Cluster Bonn will play a key role in the development and coherent application of new laws for digitalization, such as the Digital Markets Act, the Digital Services Act, the Data Protection Act or the Artificial Intelligence Act.

Conclusion

The Digital Cluster Bonn serves as a model for other regions and administrations and shows how significant progress in administration can be achieved through cooperation and innovation. The exchange of experiences and the development of best practices in this cluster will have far-reaching positive effects on digital transformation in Germany.
