A law will come into force next year that will give platform operators one hour to delete terrorist content.

Failure to comply with the law can result in severe penalties.

Authorities can order rapid deletion

After the EU law was agreed in the trilogue negotiations, it passed through the Committee on Civil Liberties, Justice and Home Affairs (LiBe). According to reports from netzpolitik.org, the vote on this in the EU Parliament originally scheduled for today has been cancelled. In terms of content, the law stipulates that competent authorities throughout the Union will in future be able to order the deletion of terrorist content from any online platform operators that make user-generated content available to users.

High penalties for failure to act

If the deletion is not implemented within one hour, the operators can face penalties of up to four percent of their annual turnover. The amount of the penalty depends, among other things, on how large the company in question is and whether the violation was committed systematically.

What is terrorist content?

According to the definition of the European Union, terrorist content is when it involves serious crimes with a terrorist aim or contributions from associations that are listed on the EU terrorist list. It is envisaged that the orders to delete the content can be checked for their legality through additional investigations.

No upload filters

The EU Commission and Council originally considered upload filters to implement the law on the platforms, but this was rejected by the EU Parliament. Meanwhile, criticism was voiced by the Green group in the EU Parliament, which noted that EU members with rule of law problems could also order the deletion of content.
