It is a fake or “satire”. As early as 2016, a professional internet troll was able to prove with a random image + made-up quote that many people only read something if it is capitalized.

Uwe Ostertag is no stranger to us, as we are already familiar with this type of distribution. “The truth lies in satire,” is the motto of Uwe Ostertag, who can be called a professional Internet troll.

Conclusion:

A troll was able to prove with a random picture + made-up quote that a lot of people only read something if it is capitalized. You can even point out in the middle of the picture that it is satire, even with the name of the author, but it will still be overlooked . Getting upset about German refugee policy might make you half-blind or resistant to satire. Uwe Ostertag has achieved exactly what he certainly wanted to achieve: it creates artificial excitement.

Satire has to hurt sometimes. Goal achieved. And at the same time it embarrassed many superficial readers who shared the picture and sometimes commented with hateful tirades.
