However, an image comparison shows that the videos do not show exactly the same place:

The light from the yellow spotlights moves across the ground. However, the floor plate in the second video (picture on the right) is not hit by the spotlight, and the man with the flag runs a little further away from him. The scene on the left must have been taken a few meters further back.

So is it unproven that he didn't give the Hitler salute?

No. In the second video you only see Oleg Psiuk in the 9th second when he has already raised his hand:

The scene with the alleged Hitler salute must have been filmed a few meters earlier, at a point where the spotlight hits the ground. So we re-watched the circulated video frame by frame and discovered this:

The claims are misleading. Videos from the Eurovision Song Contest 2022 show neither Kalush Orchestra member Oleg Psiuk nor Polish speaker Ida Nowakowska performing the Nazi salute - which would certainly have caused a huge media frenzy if it had actually happened would have been.
