Point 2: The perpetrator was already convicted for this crime in 2013! According to Bulgarian National TV, the Asenovgradsko District Court handed Raycho Ivanov (the perpetrator) 11-month prison sentence with three years of probation and a fine of 1,000 lev

What happened in 2013?

An agitation has been started that will probably once again be unstoppable. Which is now confirmed in 2018.

The incident took place in Bulgaria and once again only guesses were made without doing any research. And so it happened that Germany was suddenly brought into play, because a user suddenly said that this license plate could come Paderborn

You can see the letters “PB” on the license plate. However, these do not stand for “Paderborn” but for the Plovdiv district in Bulgaria.

From the log of the event:

On June 7, 2013, eyewitnesses saw a car with a dog tied to the trailer hitch and pulling it behind the car at breakneck speed. The eyewitness manages to stop the car, the dog is in a life-threatening condition, he is bleeding heavily, has several fractures and serious injuries. The eyewitness is unable to free the dog because the driver immediately gets back into the car and drives away - with the dog tied up and dragging behind the car. Then she takes the photo that will later be used as the main piece of evidence.

On June 8th the regional prosecutor's office in Assenovgrad has opened an investigation. According to press releases, the perpetrator, Raycho Ivanov, was briefly detained by the Assenovgrad regional police and then released. Also according to the newspaper article, the dog was found alive by the police in Assenovgrad and was returned to the owner to take care of the animal's health. The dog was returned to him, despite the fact that the same person tried to kill the animal in a particularly cruel way!

On June 12, 2013, the Plovdiv District Public Prosecutor's Office officially announced that the dog's body had been found and that an expert report would be carried out to prove what, when and how the dog died.
On Saturday, June 15th, the hearing took place in Assenovgrad (a nearby town) as to whether the perpetrator, Raicho Ivanov, should be released on probation until the trial or whether he should remain behind bars until the trial. The judge canceled probation.

According to Bulgarian National TV, the Asenovgrad District Court handed Raycho Ivanov an 11-month prison sentence with three years of probation and a fine of 1,000 lev (around €500).
