Basic information
The Vatican itself is an independent state with its own judicial system . The Italian prosecutor in the Vatican itself would not have the authority to arrest anyone, especially the head of state. It's also unclear why the FBI would be involved - and why there hasn't been an official announcement about it. The arrest of the head of state of an independent nation, in this case the Pope, would be a serious diplomatic incident, and no one can hide something like that.
